Help - My wife is on H-4 visa, admitted in Research program

My wife is on H-4 visa. She got a job as a lab technecian at a MD state university (later to be converted to Ph.D.) Now the Lab TECHNICIAN position pays, but my wife has no social security.
1. What are her options ?
2. Does she have to apply for and F-2 visa (and if yes, does she have to go to India to get one).

Hi / F1

If she is working, she has to get H1 from institution.
If she is going to get her PhD definitely, then change her visa to F1, she can work and study.

If she keeps her H4 and study PhD, she will loose years if she wish to change H1 after her study. H 1and H4 together counts to 6 year limit.
