Hi I (US Citizen) sent the package for both of my parents Jan 23, 2022. Got the package back yesterday from USCIS IL lockbox office with rejection notice saying

The payment amount is incorrect, or has not been provided.
The application was filed on a n outdated version of this form

I've included $3,520 check calculated by I-130 $535, I-485 $1,140 and Bio $85 all times 2. i.e. 3520 = (535+1140+85)*2
The package included I-130, I-485, I-131, I-765 along with I-864 and I-693 for both parents.

I've also reexamined the edition and expiration date of each form
I-130 07/20/21 - 07/31/2024
I-485 07/15/22 - 03/31/2023
I-765 10/31/22 - 10/31/2025
I-131 10/31/22 - 10/31/2024

Just checked the USCIS website, I-485 does have a new edition
12/23/2022 - 10/31/2025

But the form I used was not expired and the fee was not changed.

I was told I-131 and I-765 do not require fee if filed together with I-485, is that not true? But even if that is not true, missing that fee would reject the whole package?

Any clue or pointing me to the right direction would be greatly appreciated.

If the I-485 form you used is not the 12/23/22 edition, your form is outdated regardless if the expiration date on it is still valid or not! The entire package rejection is justified by that alone, so start by fixing that.

Then I suggest you separate your parents applications into two packages, each with its own set of complete forms and applicable documents. Attach a separate check covering the the I-130, I-485 + bio fee to each package. Then put both (separate packages) together in a bigger envelope and mail as one package. Separating the payment ensures both packages do not get rejected and sent back together if there’s an issue with just one.

Thank you for the advice. The form IS different in part 8. So for those of you filling out I-485 recently, please see if you have the latest form.

Do you think I miss the fee for I-131 and I-765. They are free with I-485, right?

Even if there’s no difference in any section of the new form compared to the old one, whenever USCIS releases a newer version, the previous version is considered outdated and subsequently rejected at a certain point. Checking the edition date at the bottom of the form (not the expiration date) AND reading the notes/updates/information on USCIS’s website prior to filing is very important.

There’s no fee required for the I765 and/or I131 if filed with the I485 (or with the acceptance notice for the I485 if filed separately).
