Help help help urgently needed

My mom had an interview on 27th of April for B2 for my graduation.She was denied.They said something about my visa status which is absolutely untrue.

1. Can we reapply again ASAP?
2.What are the chances of getting visa the 2nd time?
3.What papers we need to include?

Please let me know if you have similar experiences.

According to them, I came with B2 status and changed to H4 in USA. Infact, I came to USA in B2 three times but didn't stay more than a month each time and returned .After six months, applied for H4 outside USA and moved back permanently.Is it possible that they don't have record of my H4 visa since I applied it outside my home country?They can't just assume things.I have a proof and I am sending to them.Note that I have GC now.

My mom was denied saying she has no ties to come back.Common,that so unrealistic cause she has left sided weakness because of her old resolved illness which we presented with medical insurance and doctor's clarification letter.She has all of her other three children there with grand children.Her mother of 72 yrs old is there as well.Properties,bank balance etc etc.
She is coming here for my graduation which I think is sufficient reason to visit us.
Just because she is born in poor country doesn't mean that she has no rights to visit USA for her daughter's graduation.
Let me know what else one can do.Please help.
