Help: Health coverage required within 3 months of landing

My brother (in India) got his PR visa stamped and can land within the next 6 months. His wife is execting their baby within the next 3 months. Ideally they would like to have the child in Canada (for which her Dr. has allowed her to fly no later than the next 2 weeks), so that the newborn gets the citizenship.

But the problem is that going by the rules of Ohio Health Insurance Plan (OHIP), they have to maintain residence for at least 3 months before getting benefit out of it. Will they have to pay the entire medical expense from their pockets or is there a way around to seek help. Private insurance is out of the question, and I am not sure if they should consider moving to another provice with more generous plan.

I know because of possibility of help from friends, it would be easiest for them to live in Windsor or Toronto area.

I have tried to call different numbers listed on various websites - they are either busy or I can't reach them from the US.

Please help.

If they insist on living in Ontario, private health insurance or self sponsored delivery is the only option. Otherwise settle in Alberta or Saskatchewan where their healthcare is covered right after they land.
