Mzoo, Cadel confirmed it but here it goes again;
if you have RTD(refugee travel document) and no matter if you have GC or not, You DO NOT need a visa.
If you have a Rentry Permit, You need a Visa. By the way, Rentry Permit can
only be obtained if you have a GC in hand or you are approved for I-485.
Refugee Travel Document & Rentry Permits are both same looking documents. Both are Green in color but RTD has 1 year validity date and it says (Refugee Travel Document) right above your picture, Rentry Permit is the same document with 2 year validity date and it says Rentry Permit right above the picture.
If you have a GC in hand, you can get a Rentry permit and travel but you would need a Visa to germany, but the plus point is, its valid for 2 years(the passport is) so you save your 170 bucks and don't have to wait forever to get something to travel.
Hope this clears it up.
And cadel, Germans did not get it wrong. Reason for this is because Rentry Permit is used for people who want to go out of the country for more than 6 months or upto 2 years due to some reasons. If Germans allowed Rentry Permit holders to enter without a Visa, they could stay for 2 years...
RTD holders are poor souls who don't have a country and are always temporary wherever they go so its german way of saying "Where will you go?, you are a refugee silly"...And also the fact that there are millions of Rentry permit holders and maybe 1 million of poor refugees/asylees....
