Hi,

I am Canadian. I get an offer from USA, the job title is "Computer Systems Analyst".

I got a Master degree in Civil Engineering from USA. But I took a lot
computer science courses both in USA and Canada from three Universities.
The details about the courses is:

4 Undergraduate level Courses.
9 Graduate level Courses.
( 5 Courses from Canada University, 8 Courses from USA University)

Also I have 9 years work experiences in software development.

What is the chance I can get TN approved?
Any suggestions are very appreciated.

You might be close, but you would stand a better chance maybe as a scientific technician. The offer letter would have to be worded very carefully and you would need to focus on the courses that you took - not the degree.

Here's the deal. If you show them the course plus the degree, they will say you need a degree to match the job title. So if you were a civil engineer do roads, no problem. Now let's say you were a civil engineer and you were going to design machinery, you would probably have a problem. Unless you can prove that the degree matches the profession, you will probably have a hard time.

Take a look at this website - it might shed some light.

simsd, thank you for reply.
If I show the officer my work experience, should I use the "Record of Employment" or the letter from previous company.

I've used a resume in the past, but they really don't have to look at any of it. The better your package (but not overwhelming) the better off you will be.

The specific information you need to write is in the letter of offer. The letter needs three things that are very specific.

1. A start date and end date which cannot exceed 365 days (remember, these are only good for one year at a time right now).

2. A salary that makes sense. Can't be $ 30,000 per year as a rocket scientist.

3. A detailed description of the job. In your case you would be a scientific technician to perform say engineering in support of computer systems. Highlight all of the courses in your transcript to support this. The scientific technician needs to possess the theoretical knowledge to perform the functions required.

A friend of mine who is an optometrist came in as a medical assistant which in theory would be like a technician in the engineering field. One other thing, generally the scientific is to be there to support an engineer. If there is not one on staff, you may have to find a way to slant this - but this only may come up in conversation and does not generally have to be documented.

Thank you simsd,

I am planing to use scientific technician. The POE officer may ask a lot of questions.
What questions will the officer ask? Thank you in advance.

The only issue I could see is if you show the masters degree in civil engineering. They might ask why are you applying as a technician if you are an engineer. You need to focus and spin the computer courses and show how they relate to the scientific position. Try and have the offer letter crafted in such a way that it references parts of the scientific technician description.

The other issue might be if they ask if there is an engineer on staff. Many times they might interpret the scientific technician as someone that supports an engineer.
