Help for reentry permit

How do explain "The LPR should apply for this benefit before leaving the U.S."? Does this mean I have to wait until I get the recipt or I can leave as long as I was in US when filing it?

If I come back every 2 month or so and stay in US for a few days, do I still need the reentry permission?

Actually I am working for a US company, but my job needs me to travel very extensively out of US. And last time the officer at POE wrote "not in 2 month" in my passport just scary me to death.

Does the writing will cause more scrutiny next time when I return if I did not get the reentry?

Yes, it can. I don't think "extensive traveling" is an issue in this case. If POE officer realizes that you are living/staying in particular X location (for example your native country) more than you are living in USA, that's not a good indication for you for your commitment to your PR status.
