Help for my friend

Hey guys, it is a case that require your advise. My friend, who was envolving in a similar situation than me really needs help.
He just escape from our country based in a very serious case of persecution and life fear from the Goverment. Since 2 months ago He is in a small country. He did'nt come to USA because he did not have US Visa of any kind. US Embassy in his country issued visas for his kids to entry US, His wife had US already. His family (wife and kids are in USA since 2 months ago). Us Embassy in small country recommends him to apply to a refugee in small country and he did it, now is waiting for any answer. His really intentions are be able to reunite with his family in USA. His wife is beggining to prepares her asylum case in USA, based in the persecution suffered for her and kids, derivated of his situation. I repeat, is a strong case, enough documented and well media knowed. USA gave her support to came to USA, so they know the seriousness of this. For several reasons, they prefer to live in USA, not in other country, because for their particular situation, just USA can provide the safety they require.
My questions are:
* Is 100% that if he receive protection in small country his family are going to be forced to go to small country? It is possible the opposite?? (She ask asylum, then, whatever status he has in small country, are she able to ask him to come to USA?
* The better can matter him is receive a denial of his refugee status in small country (because maybe by this way she can ask him reunite in USA)
*If she apply for asylum here, how long until she is able to ask him to come here?
I really appreciate your opinions and advices.

1. If the wife/kids win asylum on in the USA, they won't be forced to leave and join him in the small country.

2. On the other hand, if he gets asylum in the small country, that will make it really hard for him to get asylum in the USA. (forgot the details, but its called "Firmly resettled")

3. If his wife gets asylum in the USA, eventually he will get derivative status. She can not apply for him while her own case is not approved.

4. He can be in the small country, and ask for refugee status in the USA. That has many advantages, including residency date starting from the day of admission.

Very helpfull Floyd, thanks so much. Definetively she is going to apply to asylum in USA, the point is that he followed this US Embassy advice of apply for refugee status in small country already. On monday he suppose to know an answer (I think that was a very simple and convenient way for US Embassy to solve the problem, without think in family matters). Now, how is the process to ask for asylum from small country to USA?? the same as if you are here??

I believe you can not ask for asylum unless you are physically in the USA (I may be wrong). He has to ask for admission as refugee. One warning: it may take a long time.

See http://www.uscis.gov/graphics/howdoi/refapp.htm for how to apply, etc. There is a phone number for the UNHCR; you may also want to call them to ask.
