Help: Change status from F1 to F2

My Situation:
I am a International student holding a F1 Visa in TX, and my husband holds a F1 visa in NY. I got some questions:

Q1:If I wanna change my status from F1 to F2, should I send all the application materials to California Center? Can my husband send them from NY for me?

Q2:After sending I20 and I539 forms to USCIS, it may take several months to
wait for their response. How long will I get the response from the day I submit the application? During this waiting period, do I need to register for the Spring semester to keep my F1 status? Or my status has already changed to F2 pending after i submit the application(I don't need to register and come to NY)?

Q3: If I don't stay in F1 status, and I get denied by immigration of changing from F1 to F2, I will lose my status, can I legally stay in US after I lost my status? How long can I stay? Do I need to apply for universities for new I-20 to get reinstatement or I need to go out of US to change my status from F2-F1?
