Help!!! Change job without copies of approved LC&I140

My brother's I140 has been approved and I485 has been pending for about 300 days, and he just got a very good new job offer from a very decent company which is much better than his current employer. The jobs are very similar, just in different industry.

But when he asked his boss to get copies of approved LC and I140, his boss rudely rejected him and said those are company's property and the employee is not allowed to get them.

Question: Can my brother accept the new job??? Can he use AC21 in such case? Thanks a lot,

---- employer is correct that LC and I-140 belongs to him but good employer gives the copy of Lc or I-140 if employee needs. if the employer does not give copy of I-140 or CP then you can get copies under FOIA read or search many have got LC copy and I-485 copy through FOIA from USCIS ( it may take 1-2 months to get)

Question: Can my brother accept the new job???
----- if the new employer job offer for future permanent employement is in same/similar skills as on approved LC, then he can join new employer by H1 transfer or with EAD you are eligible to use AC21
Can he use AC21 in such case? Thanks a lot,
