HELP: Can we apply for a greencard from India?

I will get my citizenship (US) soon and am moving back to India. Can I apply for a greencard for my husband from India? Do we have to be in the US to apply? How long does it take for a spouse to get a greencard?

Someone recently posted in this forum that no US consulates worldwide will accept I130 ie direct consular filing anymore. All I130s will have to be submitted to USCIS in USA. You can do a search under "direct consular filing". Also check with consulate in India to be specific.

Alternately, as I understand, you can always file I130 with USCIS even if you are living out of USA. You can have an address in USA to receive communication. After I130 approval, when the case moves to NVC, you can have all the documents sent either to an agent (in USA) or the applicant can receive them overseas. The final interview will be at consulate in India.
