We moved and this is what is going on ....
I sent AR-11 forms. I don't think VSC even opened them because when I called IIO, they said they had a mail backlog. I spoke to IIO regarding address update and she seemed to have taken everything down. But I received a notice of transfer (case transferred to Baltimore), with old address, but the highlight is my spouse had the new address ??!!
It is surprising the way these people work. But the good news is all communication from INS has been forwarded to my new address upto this point. For instance we received our FP notices in first week of June, which were forwarded from old address. I had called IIO in first week of June, and the FP notices were mailed before the address update. And now the transfer notice for me though it had the old address got forwarded.
But we cannot generalize this rule. And with all these rules being laid out, it is better to send a AR-11 form - preferably certified mail, so that you have proof of sending the address change.
Getting the IIO on phone is tough, but you may give try...
