Health insurance

Seriously doubt it, but you can try.

I know that OHIP covers pre-existing conditions for Ontario residents visiting the US, but I am assuming that does not apply here.

Is there any insurance that covers pre-conditions, for people over 70yrs, while on visitor's visa?

Yes - the Flying Pig Insurance Company, but you better be quick because they will be going bankrupt any day now.

Health care costs for someone over 70 are likely to be expensive. Health care costs for pre-existing conditions are likely to be expensive. Health care costs of pre-existing conditions in people over 70 would likely therefore be expensive-squared and it would be madness for any company to offer at anything less than an exorbitant premium.

Seriously, visitors should be looking to buy travel insurance with health coverage in their home country rather than in the US.

Agreed!!
As they are a visitor, then I would suggest looking at travel insurance based in their country of residence. When ever I visited the US for an extended period of time, I always got travel insurance from a UK travel insurance company. Not once did it cross my mind to consider a US based health insurance co.
 
A very few companies offer coverage for emergency treatment of a crisis arising from a pre-existing condition. Be sure any policy includes med-evac and repatriation (in the event of death) coverage.
