Have some questions about the petition for my parents, hope you can help me!

Hello everyone!

I'm new here. I did filed for my mom and my dad on March the 2nd of this year. I'm a U.S. Citizen, became one at the end of last year. My husband and I came to the US with a Permanent Residence Visa because I won the Visa Diversity Lottery.

I sent the I-130 on March 2nd by priority mail.
They received it on March 4th.
They cashed the checks on March 9th.
I received the letter around March 11th or 12th, don't remember exactly, confirming that they have received the petition and it is in process.

Right now I'm pregnant with twins. My delivery date is August 21st. My parents would like to be here for the delivery date and to help me a little after that.

I know that this process takes a while and I'm almost sure it won't be ready for my delivery date.

My question is basically if my parents can apply for a tourist visa in their country to be here for the delivery. Would this interfere with their process. Is it illegal to leave your country of birth while you are in a permanent residence process? Really if they give them 1 or 3 months visa would be fine. We just want them to be here for this event. They will go back if they have to to wait for their process.

They can try for the tourist visa, but they probably won't get it because they have a US citizen daughter who filed a petition for them, so the officers at the consulate will strongly suspect them of wanting to stay to immigrate after entering the US with the visa.
 
They can apply but just be prepared for a denial. Their chance of success will also depend on what citizenship they hold.

My question is basically if my parents can apply for a tourist visa in their country to be here for the delivery.
