Have not received OPT from Texas Service center in three and half months

USCIS received my application for OPT on March 28 th. Have not heard anything back yet.
Called USCIS about a month back about my application; instead they told me that they would schedule me for a biometrix ( finger printing) but nothing heard back. They have not asked for any additional info/documents.
Yesterday went to San Antonio office, they no longer issue interim OPT. Is there any way I can get an Interim OPT?
Called USCIS customer service one more time today; the lady told me that if she requested an inquiry, that might delay the process.
I have no clue what is going on or what to do.
 
OPT still pending

My application receipt date is April 21st, 07. The Texas center website shows that cases till April,29 have been processed. But my case status have not been updated yet. I wonder what's going on. All of my Chinese friends in school have got their OPT's approved in Texas center within 60 days. Even those applications filed as late as 5th May have been approved. It's obvious there is some form of profiling and background check going on for students of other nationalities, especially India and Mexico
