Have a Question about Lab. Sub. cases...

Mine is a Lab. sub. case. with PD Sep 2000. I landed in US in Aug 2000. Is it true that one can only get LS cases with PD after one is in US? In other words could I have been eligible for LS cases before August 2000 (that is when I came to US). On this forum I have seen many LS cases with PDs dating 1998/1999/2000 and I was wondering if the guys who had done LS with these PDs whether actually have been in US since before their LS PDs?

Experts please throw some light on this...
 
My friend got GC without any issues

My friend landed here in 2001.
He got Labor Substitute of 1999 and applied I-485 in July'05.
and his case is approved without any issues on this march.

I think you just need to meet the requirement of the LC by the PD...as long as the job qualifications meet the criteria by the LC PD...one should be fine, I think
