Has travel warning and cutting of consulate staff by US affected non-immigrant visa processing?

According to the US state department travel warnings, they have reduced embassy and consulate staff in India to emergency personnel. How has this
affected non-immigrant visa processing in India? Do you know anyone
who got a B, H, L, etc. visa stamped in India after Jun 5th?

Thanks. I am planning to visit India soon and will need to revalidate my L1 visa while there.
