Has anyone obtained Certificate of Good Conduct from India?

It is apperent that those who were called for Fingerprinting twice due to bad FP first time may have their fingerprints washed out due to age or genetics or both.

Such people are likely to get an RFE to obtain 'Certificate of Good Conduct ' for the last 5 years.

Obviously such people did not live in USA for the last 5 years, so they may have to get such certificate from the country of their residence.

Has anyone obtained such Certificate from India and /OR Mumbai?

a) How much of a trouble it is?
b) How much time is required?
c) How much official and unofficial fee is required for ALL CLEAN case?
d) Is there a standard process, application for this thing.

A "Good conduct" certificate probably translates to a Police Clearance Certificate in India. My parents obtained this in Mumbai, India. Here's what I know of that process

You have to apply at Office of Addl Commissioner of Police, Special Branch CID, Mumbai. It is somewhere in the Fort area. I can get you the exact address. They have a form call PCC form. You have attach attested copies of passport, ration card etc and Rs 100 DD from any bank.

In about 4-5 working the inquiries are sent to all the locations where the applicant has lived. You will have to contact your local police station as a part of follow up. The certificate is issued once all the local police stations send back a report. You have to go back to the main branch to collect the certificate. The whole process takes about 30 days. You can expedite the process by providing a proof of urgency like the RFE letter or something.

Thanks Vinayakk: This is very useful information.
However, it is very scary at the same time for people who filed AOS for their aged parents in USA with nobody to complete these formalities in Mumbai. Also if I am not mistaken, police visits the home to verify the person exists and seems ok. In the absense of person ( being in USA), I don't dare to think what approach police will take to clear such case.

I wish luck to all the parents. As a matter of fact, if anybody wants to start the process of GC for their parents, it is worthwhile to ask them to get this certificate while they are in India as pre-emptive effort. It DOES NOT act as pre-mediated intension to immigrate (This line is for SKG-TC, our exception handler). One can obtain such certificate as his/her defense in any unfortunate situation in daily life.
