Has anyone changed his/her name thru court ? - BIG CONFUSION

I want to change my name. Indian consulate says that i need to run an ad in news paper in US and in india, and after 4 weeks of running the ad, they will issue me a new passport with new name.
Now to run the ad, local news paper company says that they need a court order, otherwise they cannot print this ad. When I called local civil court in New Jersey, they said, they cannot change my name as they DONOT have jurisdiction as I am NOT a citizen. (I am a green card holder).
Anyone else has faced this situation ? Or can someone suggest me what to do ?

Name Change

This is a two-step process:

1. You need to change your name in country of citizenship (say India)

For this you need to put an add in Indian Newspaper (area of your birth place)..contact the following Newspaper in US (for a small fee
this could be done)

Send the clipping of your ad to Indian Consulate in US with your passport (say India).. and your name will be change in the passport.

2. You all need to change your name in the area of your current residency (say NJ, USA).

Talk to any local attorney ...preferable estate lawyers. You don’t need to go to court for this. For a some fee he/she will place an ad in your local newspaper and send you city stamped letter that your name has been changed for personnel reason. Take this letter and go to your local DMV, they will change your name.
