h4 visa to h1 visa

my wife and me are on h1-b visa until now. both of h1-b visa's were expired on september 30th 2002. i 've applied for my extension, but i coulld not able to do that for my wife as she wasn't having required paychecks at that time to do that. so we've applied for her h4 along with my new h1. but now in november my wife got a contract. we were told that she cannot apply for a new h1 until she gets her h4 papers along with my h1 papers. is it possible for her to get her previous h1 transferred to another company, and have the h1 from that company, with her current h4 application pending with the current company.

please let me know about this possibility

The last sentence option does not seem to be different from the one you described in the first half of your post.
Other option would be to try premium processing for your spouse's H1 transfer, but without recent paystubs this is still iffy.
You can also convert the current pending H1 and H4 to premium processing and try for a H4 to H1 for your wife's H1 (total cost will go up by $3000+)
