h4 visa stamping

I am in a sticky situation.
I came to US in 1999 on b1/b2 visa ,did a COS(Change of status) to F1 within 90 days and started studying in a college.got married to a h1 in 2003 ,did a COS to h4 .I now have a valid h4 status.Now want to go to india for brother's wedding.At first thought of getting stamped in mexico ,but just came to know that cant do that cause i dont have any annotation on my passsport regarding changing b1/b2 to f1 because this rule has been passed after 9/11/01. I know mexico is a big no for me,but how safe will it be to get h4 stamping in india, husband has a valid H1,but he also needs to revalidate his h1.
 
A good deal depends on if you complete the course and got degree for which you changed to F1. If you completed degree you have a good chance to get visa if not very little chance.

I was B2 -->F1 -->H1 Conversion and I got stamping done from Canada in 2001 however I was on F1 for 7 yrs and completed Bachelors and Masters degree.
