H4 visa stamping in India without H4 approval notice

My Wife is currrently in US along with me. When I changed my employer I got my new H1 extention which is valid till Dec-2002. But for my wife lawyer forgot to apply for H4 extension. Her current I-94 expired in July-2001. I have applied for H4 extention in October-2001 and got receipt(WAC number). But INS message says it takes 300-365 days.
We are planning to go to India in January. Can my wife get H4 visa stamped in India based on my H1 ? or Do I have to wait for H4 approval notice to come.

Yes you can stamp at India

Same thing happened to me. My wife got the visa at chennai office last month. No problem. But I don\'t know about your pending approval. May be you have to cancell it. I am not sure.
