H4 Visa rejection under 214(b)

Currently, I am wroking with software development company as Full time permanent employee.
My wife applied for H4 visa in Feb of last year(2009) at Islamabad Consulate, Pakistan which was rejected under 214(b). I used to work as contractor then. Please guide me How can I handle this stituation

if you are working on H1status then she is eligible for H4. H4 is dual intent visa.may be she was asked for documents that she could not provide.
Visa categories that are excluded from the immigration intent requirement: H-1, L and V
you should talk to your lawyer and lawyer can write letter to US consulate that H4 visa has dual intent.

Is your case resolved by applying second time ?My case is almost same.H4 got rejected under 214(b) at mumbai consulate.
