My sister-in-law works as a teacher in US on H1 visa. She is trying to bring her husband and her 9-yr old son to US. Her husband (my cousin) went to Chennai consulate on Sep 15th for H4 and it was rejected.
The reason given was as follows:
After a careful review of your application for a visa, we have concerns that you and/or your family may be likely to become a public charge in the United states. You are welcome to submit any information that you believe could serve establish that you and your family will not become public charges. alternatively, you may wish to explain the reasons why your earnings have been so low.
My sister-in-law works on a daily wages basis, till she completes her praxis exam for teachers, after which she will become permanent with full benefits.
She had shown 18K in last year tax papers and also submitted her pay stubs.
My questions are,
a) Is there any minimum amount in salary that should be shown?
b) Would the consulate accept if she borrows money from friends and others and shows sufficient bank account? Is there any specific amount?
c) Can anyone else like myself sponsor for H4 visa providing affidavit of support (I have done for my parents for visitor visa for 6 months, but not sure if I can do the same in this case)
d) As a different issue, if I sponsor her now, will it be a problem in sponsoring my parents for March 2005?

My cousin tried to explain to consulate staff that she will be passing her exams and become permanent, but they were not satisfied.
I would appreciate if anyone with similar experience can provide suggestions to help my cousin and his son get his H4 visa again.
