H4 visa holder seeking Higher Education

My wife is on H4 visa and she plans to go to school for her masters in Fall. I am in GA Is she eligible for the in-state fees for Georgia residents.
For tution waiver does she have to transfer to F1 ? If so anybody knows what the process for it is.
Also Ihave applied for green card and i am hoping the labor gets approved by the time she starts school. I dont know if that would help in higher education.

Getting aid is equivalent to having income (and anyway, the TA or the RA will have a stipend attached to it). So she'll have to go on F1.

It depends on how long you have been staying in GA. Generally you are allowed for in-state fee if you stayed in any state for more than 1 year or so. May be school would ask for the proof of residence or some kind of proof. She doesn't have to change to F1 visa. Once on F1 visa, you no longer eligible for in-state or out-of-state reate fee. You have to pay international student fee.
 
Do you know what other problem comes with it? Once you changed your wife's H4 to F1 , your going to home country will be difficult. You have to apply for VISA once you goto home country. and getting that is difficult.
