H4 visa change F1 visa from India, any experience!

I have been admitted in MS program in an American University. I am currently on H-4 Visa but I will be attending University on F-1 Visa. I want to apply for F-1 Student Visa at US Consulate in New Delhi, India. I will go to India since I want to meet my family and will come back on F-1 visa.

1) Could you please tell me if their is a risk in applying for the transfer of my Visa from H-4 to F-1 in India (my home Country)? In your opinion which option is better, applying for the transfer of my Visa from H-4 to F-1 from within USA or from India.

2)Also, Can you please let me know what reasons I should provide for my Visa Transfer Interview at US Consulate, New Delhi? They may want to know why I am transferring my Visa since I can study on H-4 visa.

3)If anyone has the experience of applying for the transfer of Visa from H-4 to F-1 in India (home Country), then please share your experience.

Any help in this regard would be appreciated.

I am not attorney but as far as I have understood from these forums.
H4 is dual intent visa and F1 is pure non immigrant visa.
If you already have Green Card Process started it may be risky for you to go to India and apply for F1 since you have already shown your interest for permanent residence.
I would advice to talk to attorney.
Why you want to move to F1 ?

Thanks a lot for the reply. I would like to tell you that I have recieved full assistantship and a small amount of scholarship from the University. My husband has not yet filed for Green Card niether he has any intention to file GC at a later stage. He has been working here for past three years.

Now can you suggest me if it will be risky to go to India for F1 visa stamping?
If I will take property papers of my In-Laws will that be helpful in showing ties with the home country?

If you want to go home, go with H4 and come back and then change the status from H4 to F1. (If you go for stamping , having your husband in US with H1 (immigration intention) you may be denied F1 visa.

Best way is finish your indian trip with H4 as soonas you return , change the status from H4 to F1.
This is best practical way to be in F1.
