H4 visa application question !!

Hello,
I am getting married in December. I want to get my wife on a H4. My H1 is already stamped. I will be applying at the mumbai consulate. Is there any way to get an appointment for the H4 before having the marriage certificate. If possible I want to bring her with me. If I try to get an appointment after the wedding I dont think I will get it in time. Also can anyone tell me the approximate appointment time at Mumbai for H4 in december, I mean any previous experiences ?

-------------- at this time US consulate Bombay is taking more than 70 days

*** FYI Mumbai US consulate requires that her passport should have spouse name endorsed. She should talk to some agent who sits before Passport office and need to submit the copy of marriage certificate and she will get new Passport copy.
