H4 visa and arranged marriage?!

Hi all,
Is there a problem if my wife applies for H4 visa based on an arranged type marriage?
I met her in Europe and we made an engagement ceremony back home, but we didn't have any marriage. Now I have sent her the appropriate papers so she can get the marriage license before applying for visa. She can also show our engagement ceremony pictures and rings, but obviously she doesn't have a bride dress.
Can this type of marriage cause any problem for her interview? What is the clear definition of arranged marriage?

Thanks
RSY

--------------------YOU did NOT marry her and she is NOT your wife, how can she get marriage certificate????

Did you marry her or not? If you got married then she can get marriage certificate. If you did not marry her then she is NOT married to you and cant get marriage certificate and not eligible for H4 as she is not YOUR spouse at this time.

Ginnu,
Yes I know in some countries, such marriage is impossible. But for my case is possible. There are some paper documents that I received from my embassy, I fill them out and give the authority to my family to conduct the marriage process without my presence. My fiance and my parents will go to the local court and register the marriage. After this she can get the marriage certificate. I just don't know if this type of marriage cause any problem or not, considering the fact that we have met and made an engagement ceremony already.

If you check the US consulate site of your country then they have list of documents for H4 visa stamp and many US consulates see the marriage photographs and album and also the marriage certificate. They try to find out if the marriage is genuine or not. According to my country you need to marry in presence of others and then apply for the marriage certificate with registrar of marriage and the form submitted for marriage need signature of husband and wife and also of witness.
