Does time spent in H4 visa count towards the 6yr stay limit?
In other words if a spouse has been in H4 visa for 6 years can he/she apply for a new H1 visa?

Unless she stayed away from the US for more than a year, she can not.

As far as I understand any H or L count towards the 6 years limit. Looking at your signature, you seem to have applied for 485. In that case why not have the spouse use EAD instead.
