H4 transfer problem - needs to prove permanent residence in China

INS asked me to demonstrate that I maintain a permanent residence and intent to return in my home country for my H4 transfer case.

I\'ve been in US for 8 years. My spouse\'s H1 transfer got approved with no problem. I feel INS is a little crazy recently. I don\'t know what documents exactly INS is asking for.

Anybody encountered similar problem or has any clue?
