H4 to H1

Wife was H4 for 4 years, now has an offer and company willing to file H1 for her, lawyer said even if she can get H1, she can only have 2 years time(H4 Plus H1 =6 yrs), is that true?

it is true, if she apply immediately Labor certification then she can keep on renewing her H1 until she get her green card.
