H4 to H1

Dear sir
I applied for H4 to H1 transfer for my wife in Nov'03.
BCIS sent a letter asking for more info on Feb 6. We sent the reply on Feb 18. I heard that the quota was over on Feb 17. Is my wife's case subject to this quota restrictions? Will it be processed this year or next year?

They intend to adjudicate all pending cases, so far. So she should be OK. You may want to convert to premium.
