H4 to H1 visa stamping

I came to US on H4 and I got my h1 in 2001 and since then I was working with the same company,and havent been to India and planning to visit in May to get H1visa stamped.
Recently I read that the H1 visa quota is completed for fiscal year 04 and until october'04 no visas will be issued.Does this mean issueing visas in india or new H1 visas.
Is it safe for me to go to india to get h1 visa.Please help me.

The H1 visa petition has a cap per fiscal year and your H1 visa stamping will be based on the approved H1 visa petition. So you dont have to worry about the quota issue.

Make sure you have enough time left on your H1 for the stamping and also carry all documents need to apply for a visa stamping at the consulate overseas.

Iam also in te exact same situation as u r.I came on H4 ,& got my H1 in 2002 march.Iam working since then.Iam aslo planning to go to india in july.Iam worried about the stampimg ,whether to get the extension & then travel or just go & try for stamping.
Can you please give me any information that would help me since our situation is similar.Actually I have been talking to a lawyer regarding this, will get information in a week,Do you have any positive details.
