H4 to H1 very important

Hi , I am at Present in US in h4visa (first time entry)

Before entry into USA my H1 was also applied. Recently my h1(fresh not transfer from h4) got approved.

My question :

1) In the present condition can i get my h4 status transfered to h1 and start working?...If yes..what needs to be done.

2). Can I change the counsulate of interview. I have asked to appear in Calcutta. My point is can I go to mexico and get my h1 visa (or is it that there may be issues)??

--- you can file Change of status from H4 to H1 and once you get H1 status approved you can start working with the employer who files COS. or go back get H1 B visa stamp based on the New Fresh H1 approval notice and enter US on H1B and start working
2). Can I change the counsulate of interview. I have asked to appear in Calcutta.
----- USCIS sent the notification to Calcutta I dont think you can change it becase Calcutta has record your H1 approval petition
My point is can I go to mexico and get my h1 visa (or is it that there may be issues)??
----- if you go to Mexico or Canada to apply Visa stamp and if your Visa stamp is rejected then you cant enter US from Mexico or Canada you have to go directly to India from Mexico or Canada for Visa stamping
