h4 to H1 issue

Recently myself and my wife went to Montreal, Canada for H1B visa stamping. Mine was H1B extension which went fine but my wife is converting from H4 to H1. Visa officer asked my wife to go to India for stamping. Visa officer gave the reason saying they can't verify her previous employment in India and her education in India. She has to fly from Canada to India, because her h4 was expired. now she is in India.

Can anyone tell me, which is better to appear for H4 visa first and then H1 visa in india or appear first for H1 and if there is any problem with it, apply for H4? If her H1 got rejected in India, will there be any problem applying for H4? Please help me.

If everything is in order H1 will not be rejected. Why go for all the trouble of H4? She can't even work if she enters on H4.

First go for H1 stamping And US consulate in India ask many documents from US employer to make sure they have job for her and the employer in past has not violated H1 law. US consulate will also check her education degree/experience letters and may also ask few questions related to her job or skills.
