H4 to H1 - Employer not sending H1B documents

I am on H4 Visa now and got H1B (work permit) for 2008. My employer told initially that there will not be any contract/agreement. Now, he is insisting me to sign a 3 year contract and I don't want to sign. Also, I paid H1B fee to him. He did not disclose any of my H1B details (even the EAC or LIN number) to me and is not willing to send H1B documents, unless I sign the contract.

Please let me know –
1. If there is any way to get the documents.
2. If I can change the employer. Is it possible without the H1B documents.
3. If I insist the employer, is there a chance that he will revoke / cancel H1B.
4. Is it advisable to proceed legally. Is it required, will that be expensive.

---------------That is your mistake.do you have any Evidence that you paid him for H1 petition??

------------------Employer Can revoke H1 petition by writing to USCIS.

Why many are paying to employers to get H4 to H1 and then complaint against employers? Many get H4 to H1 then don’t get job or get paid and go out of status.Nothing wrong with signing agreement get the copy of agreement that employer want to get signed and you can show the agreement before signing to your lawyer. If the employer after you join him keep you on Bench or does not pay you then file the complaint against him with DOL to recover your wages.
