H4 to H1 conversion

Hi,

My H1 is approved. I am going for stamping along with my wife (h4) in January.

Once that is done I will be going and my wife will join me in June/July.

We also plan to apply H1 for my wife next year. Assuming she gets her H1 approval, and does her stamping done before October,

a) can she come to US on H4 before Oct and change to H1 in Oct?( without coming to India again as stamping is over)
b) If the H1 comes after she is in US on H4, has she to come to India for stamping? or can that be done in US.

Stamp can not be done in side USA, it must be done only outside US, but she can start doing her job with out stamping the H1 visa, if she get her status convert from H4 to H1 while apllying new H1 under quota. For that purpose she must be inside US with valid I 94.
