H4 to F1 Visa(without stamping?)

Hi,
I have a question on F1 Visa from H4.

Is it not possible to convert to F1 status while being in USA? My wife is on H4 Visa. And she also plans on moving to F1 status. I was thinking that she wouldn't have to go out of the country (just like in our case for H1 once I797 is approved we are good to stay even if the passport is not stamped). Don't we have something similar with F1?

or is it that for F1 status to take effect the only way is a stamped passport?

yes she can, you have to fill out I-539. ask her to check for more info from her international students' office in college.

also check older threads on this forum.
