H4 to F1 to OPT

My wife has been attending school on H4 status for 1.5 year. She graduates in May 2007.

Can she apply for F1 conversion now and then work on OPT after graduation or does she have to be on F1 status for a minimum amount of time before she can apply for OPT?

All help will be appreciated.

she has to be in F-1 status for one academic year before she becomes eligible for OPT.
