H4 to F1 (going to India is better or canada ?)

I am currently on an H1 visa. My wife is on an H4. She got
admitted to graduate school here. She wants to change her
visa status from H4 to F1 and get an F1 visa stamped on her passport.
We have not applied to the INS for change of status here.

Q1) IN such event is it better to go to canada and apply for an
f1 visa there..? or is it better to go to the home country and apply
for F1 there ?

Q2) alternatively is it more advisable that we first get a change of
status apporved here and then go to Canada or India only for stamping ?

Going to home country is better you will save time and money just in case if Canada is not approved.

Explore options of travelling before change of status (COS) and apply for COS in US after return trip.

Hi Friends I am also wondering if any one have got F1 visa stamps from Canada after having a INS approval pls reply as i also have a visa appointment in Vancouver US consulate for my F1 stamps,
