H4 to F1 change

I am currently on my H4 visa, studying in second semester of full time Master’s on H4 visa in one of Texas’s public university. As I have stayed more than one year in TX before start of my Master’s, I am eligible for In-state tuition fee, which is half of the fee if I had to study as International Student/F1.

My H4 stamp is expiring in Feb 2025, and I have valid extension approval notice till August 2026.

I am planning to transfer my status to F1 to become eligible for OPT and STEM Extension.

I want to take advantage of In-state tuition as much as I can and continue on H4, and then transfer to F1 when required to meet opt/stem-opt requirement. I read somewhere 2 full academic semester on F1 to become eligible for opt/stem-opt, and somewhere I read 1 full academic semester on F1 is sufficient, please provide more information.
