H4 to F1 and H1 together

Hi
I am on H4 visa rightnow. I want to apply for general H1B quata in april 2008. I recently got admitted in some university for Master's studies on H4 visa. My masters starts from january(spring sem). Now my question is

1. To keep my chances open for RA/TA, on-campus jobs and CPT etc. I want to change my status to F1. Now if I apply for change of status now, It may take atleast 4 months and by the time I will have to apply for H1 visa.
So Can I apply for H1 when my change of status(H4 to F1) is pending at USCIS?

2. If Yes then if incase my H1 gets rejected, then what will be my visa status? Can I still get F1 done? or H4 back? or completely lose my all visa status?

Answers below:
1. Apply for F-1 now, if it doesn't get approved till April 1, 2008 apply for H-1B (to meet the quota). Although F-1 does not permit dual intent, H-1B is a temporary visa - so you should be okay.
2. If H-1B is rejected, you will still have F-1.
