H4 Stamping or new I797 for h4 ::: Help Please

Hi Friends !!!

Thanx very much for your kind replies ::

My wife was here 1 year before on H4. She left the country last year and here h4b visa expired on feb 2003. i have not applied for here h4b because she was not here.
Now i got my H1B visa tranferred to otheer company and want her to come on H4B VISA . I have not applied for here I797 because she was not here since her h4b expired.

Now should i need to apply here h4b visa(i797 for h4) from USA or
can she go to U.S consulate abroad with all the papers like my i797 approval etc and get the H4B stamp ??

she can go to U.S consulate abroad with all the papers like your H1b approval notice and all the required documents from your side and can get H4 visa stamped
