H4 Stamping for fiance who was rejected for B1 twice

Hi all,
I'm in 5th year of H1 and a labor is about to be filed towards by GC process.
My fiance is a doctor ans she was rejected for B1 twice in the past when she wanted to appear for some medical practical exam that is being conducted in the US. The reason the consulate gave is "doctors make lot of money there, so you may not come back".

Now she will be applying for H4 after marriage. Her brother and sister are here in US. Do her previous B1 rejections and having brother and sister here is US affect her H4 ?
