H4 Stamping @ Calcutta

My friend is planning to send his wife for H4 stamping to Calcutta. and he is also planning to go ther for stamping afterward.

My question is:

Is it possible to stamp H4 visa before H1 visa ?

If your friend already has a valid H1 stamp on his passport he can send his wife for H4 . If your friend doesnot have valid H1 stamped on his passport then He has to get H1 before she gets H4 so either they can go together or else he goes for his H1 first then later send his wife for H4 ... but going together in second scenario will be a practical decision .
