h4 question....need help pls!great guru pls give us some advice

hi..
my wife h4 visa is pending based on the query to send irs tax return transcripts directly to DOS washington dc..
can u pls suggest how to send irs transcripts directly to dos??
is it by filling the form 4506-T??
i filed my tax returns wen i was in VA so is it needed to send to IRS RAIVS teamGA?
or now i am in UT from past 4 months as my client has changed. is it needed to send the applicatin 4506-T to RAIVS team CA??
im not able to cum out of this situation...i need some suggestions from all u ppl,great guru pls help..
i have requested irs to send to dos with this form of 4506-T

From so many posting in this forum IRS is not sending the copy directly to foreign embassy or delaying it too much.

IRS transactions are centralized as far as archives document is concerned.

If it is so critical, take an exp CPA services(though not necessary), they can call and get you something.

H4 visa ...got a mail from consulate

Hi friends...
My wife,applied fordependent visa and she was given 221(g) in sep 2005 based on query to principal's IRS tax return transcripts to washington DC.
after 7 months of wait she got a mail sterday from the consulate...
the mail goes as..
This is with reference to your visa interview. You are requested to kindly submit a new DS156, your passport and a demand draft for Rs. 2300 in the VFS Office in Hyderabad.
Please take a copy of this letter with you to the VFS Office.

so according to this mail...shud she submitt the passport? n wat shud we guess is the visa issued, as they asked to submitt dd of Rs.2300, which is refered as visa issuance fee and is generally paid after issuing visa.
Is there any need to go to chennai or will she get her passport directly after stamping without interview?
did anyone faced the same?pls give ur advices...
