H4 interview in Chennai for 8 yr daughter

Hi,

I have a 8 yr old daughter in India and want to have her H4 processed. My husband who is serving in the Indian Army would accompany her to the chennai consulate for the visa interview.I have the following questions.

1. Is it necessary for my husband to have a passport to accompany our daughter to the visa interview (Not having a passport was my husband's personal choice)?
2. Is it mandatory to send H4 papers for my Husband too( he does not want to come to US during his service and even if he does agree the protocol is tedious )?
3. Can I get the online interview date just on our daughters passport number (waiting for his passport will delay her interview date)?

That was a fast reply duniaDari. Thank you so much. I still have some questions unanswered. Like - Is it Ok to send my husband without his passport to the consulate. Will he be allowed to enter in the fist place? Lets say he got his passport done, will the VO ask why he was not applying for H4 too along with our daughter?
