H4 in foreign consulate

Please help as this an unusual case.
I am an Indian citizen with a H1B in US. I am planning to get married to a citizen of a European country who lives in Europe (not in US). We are getting married in Chennai, India.

1. Can we apply for an H4 for my spouse in the US consulate in Chennai ?
2. Does the applicant NOT holding an Indian passport significantly reduce the chances of the visa getting approved ? Whats the risk?

We are also considering getting married in US, but we are not sure if a tourist visa to US getting rejected would land us in trouble.

Any advice on this would be really appreciated as I am not able to find anyone who has done such a thing before.

1.Yes.
2. Find out about the marriage certificate, if you can produce an indian marriage certificate along with your passport /visa stamp etc. it should not be tough to get the h4 visa in chennai.
You can also email chennai consulate to find whether you need an appointment for h4 (since your spouse is a third country national)
 
I am in the same situation. My wife is from Europe as well. Why dont you get married here and have her go back to her home country and get an H4 visa?

There has been instances of Tourist Visa to US getting rejected for young people who have just finished college in her country. I am afraid that if the tourist visa gets rejected it might affect the chances of her getting an H4. Am i thinking on the right track here ?
 
Has she been rejected for her B2 before? I think as long as you show as your dependent(after marriage) H4's are not a problem. Of course, this is my thinking. I'd like to know if its otherwise.
 
She has not been rejected for a B2 before, but the probability of it getting rejected now is high and it might affect her chances of getting the H4 approved. I am currently gathering more information on Marriage certificate process in India. It seems under the special marriage act, one of us has to be there in India 30 days prior to the date of marriage and give a notice.

Also, due to this horrible economy, I can get laid off any time. So bringing a dependent at this time is scaring the hell out of me.
