H4-H1 conversion-> H1 approved -> Problems with employer

I converted from H4 to H1.I got my H1B approval.My employer received my H1 Papers also.

After receiving my H1 papers..My employer is enforcing me to sign an agreement which includes 15,000 USD to be paid ,if I don't serve 3000 billing hours.He didn't mention any such agreements before H1 filing.

This clause he imposed to recover immigration (H1-B) expenses,relocation expenses.
But he took money from me for H1 filing.

I don't want to sign this agreement.

Now my concerns are -:

1) How can I get my H1 papers..? He is not ready to give H1 papers for applying SSN also.

2) Can I do H1-B transfer before I start employment with him?

3) Is it possible for him to revoke/Cancel H1-B...if I don't accept this agreement.

4) Can he impose this kind of agreement after H1 approval?

5) If I proceed legally, can I recover expenses (for my H1-B filing + loss of employment for 1 year ...in case if he cancels H1.)

I had a couple of employment offers in April.but I have choosen this employer as he promised me good billing.

Reni: Yes i can prove this.
I don't want to sign this agreement.

Reni: He did not mention the date. He kept the column as empty.

I can prove that i paid him for my H1B expenses.
