H4/F1 question

hello,

I would appreciate thoughts on the following..

1. I am getting married to a H1B visa holder on
   August 26 of this year. My fiancee is in Seattle,
   and she works for Microsoft ..
2. I have been in the US from 1993 - 2000 and came
   back in December of 2000.
3. we intend to be in the US after marriage, and i
   am planning on doing an MBA ..
4. I applied for a tourist visa in April\'2002 and
   was refused a visa after interview.
5. I need to be at the University of Washington
   on Sep 21st (orientation starts on Sep. 22).

My key concern is that we want to travel back to the
US together on September 8th. So, I would like to
minimize the visa processing time immediately after
marriage.

Given the above situation, I have a couple of
choices
(i) i can apply for a F1 after June 22nd, before marriage..
(ii) i can apply for a F1 after marriage..
(iii) i can apply for a H4 after marriage..

What will be the best course of action? Also,
of late I have been hearing that the H4 visa
issuance from Chennai is getting delayed due
to administrative reasons.

I would appreciate any thoughts..

After a B visa refusal

hopes of getting a F1 is very minimal. Your best bet is to get H4 and apply for a H4 to F1 transfer and start attending the school based on the I20. The international counsellor of the school should be able to help you in this matter.
The only issue is that per new regulation you have to wait till you get F1 approval atleast from a visitor visa. Please check on this.

Currently it takes maxi of about 15 days for chennai consulate to process a drop off case.
